It's Rita's trademark accessory, and one she's rarely been seen without. But it wasn't until just recently in the canon that we learned why it was such a staple for Rita:

 Sharing her heart. | This piece of Rita's heart shared with Hannah, and subsequently Norman, who shared the bench with them, revealed an interesting possibility: Could finding that person who thinks she's special make the owl a thing of the past? Now that she and Norman have shared their feelings, Rita learned that the someone she's been reminding herself of with the owl accessories has been right next to her the whole time. We've already seen her clothing transition from muted to technicolor as a representation of her blossoming confidence.
